DOGE officials revealed a staggering 1.3 million migrants are now on Medicaid while thousands have been added to voter rolls, allegedly part of a broader strategy implemented during the Biden administration.
Quick Takes
- Antonio Gracias, a DOGE official, claims 1.3 million migrants have been placed on Medicaid with thousands on voter rolls who potentially voted in 2024.
- Migrants can obtain Social Security numbers through asylum applications, with no identification verification required.
- DOGE found some migrants on Medicaid match the federal Terrorist Watch List.
- The claim that DOGE discovered $2.7 trillion in improper Medicare and Medicaid payments overseas is false.
- Voting by non-citizens carries severe penalties including deportation and incarceration.
DOGE’s Medicaid Investigation Findings
The Department of Government Efficiency (DOGE), created by President Trump and led by Elon Musk, has uncovered concerning information about migrant enrollment in government programs. According to DOGE official Antonio Gracias, 1.3 million migrants who entered the country during the Biden administration are currently receiving Medicaid benefits. This revelation comes amid a broader investigation into how migrants obtain government identification and benefits, with DOGE officials expressing alarm at the scope of the issue and its potential long-term impact on federal spending.
“We mapped this through the benefit programs, we found every benefits program that is being accessed by these people, 1.3 million are on Medicaid right now, today. And by the way, it’s just ramping up, it’s just starting,” stated Antonio Gracias.
DOGE officials have identified serious concerns about the vetting process for migrants obtaining benefits. Gracias noted that approximately a quarter of migrants reviewed were not fingerprinted by Border Patrol. More troubling still, the investigation found that some migrants currently receiving Medicaid benefits match identities on the federal government’s Terrorist Watch List, raising significant national security questions about the previous administration’s immigration policies and benefit distribution procedures.
Social Security Number Acquisition Process
One of the most significant findings from DOGE’s investigation relates to how easily migrants can obtain Social Security numbers. According to Gracias, migrants receiving Notices to Appear (NTAs) can remain in the country with “quasi-legal status” while awaiting court dates, which currently average around six years. During this waiting period, migrants can file asylum applications without interviews and subsequently apply for work authorization, which automatically generates a Social Security card—all without proper identification verification.
“So now you’re in the country with some quasi-legal status, you’re waiting for your court date, while you’re waiting for your court date — six years is the average by the way, it could be longer than that — you can fill out an asylum application, so without an interview, just an application … once that application is in, you can file another form, a 765 [form] to get work authorization, once you get that, you get a 766 which is the authorization and we automatically send you a Social Security card in the mail. No interview, that is the majority of the growth you see in these numbers,” said Antonio Gracias.
DOGE chief Elon Musk has suggested that potentially millions of illegal aliens secured Social Security numbers under the previous administration. This streamlined process for obtaining government identification has allowed migrants to access various benefit programs, with Medicaid enrollment showing the most significant impact according to the DOGE investigation.
Voter Roll Concerns
Perhaps the most controversial finding from DOGE’s investigation involves migrants appearing on voter rolls. Gracias reported that thousands of migrants have been registered to vote in what he termed “friendly states,” with evidence suggesting some actually participated in the 2024 presidential election. This discovery has prompted concerns about electoral integrity and questions about whether immigration policies were designed with potential political advantages in mind.
“We looked at voter rolls and we found that thousands are registered to vote in friendly states. And we looked even further in those friendly states and found that many of those people had actually voted. It was shocking to us. If I hadn’t seen this with my own eyes, I wouldn’t believe it … it is shockingly bad,” Antonio Gracias said.
It’s important to note that independent fact-checkers have disputed related claims. Federal law prohibits non-citizens from voting in federal elections, with violations potentially resulting in deportation and imprisonment. Eligibility for citizenship, which is required for voting, typically takes several years after obtaining legal status. While DOGE officials maintain they have evidence of voter roll irregularities, immigration experts point out that the risk-benefit calculation would discourage most non-citizens from attempting to vote illegally.
Separating Facts from Misattributions
Some claims related to DOGE have been exaggerated or falsified in social media circles. For instance, social media posts incorrectly credited a congressional subcommittee working with DOGE for discovering nearly $3 trillion in fraudulent federal health insurance payments sent overseas. Fact-checkers have determined this claim is false, as the $2.7 trillion figure actually refers to all improper payments reported by federal agencies since 2003 across various programs, not just Medicare and Medicaid.

DOGE’s actual findings focus specifically on the connections between immigration policies during the previous administration and the current impacts on benefit programs and voter registration. The investigation continues as part of President Trump’s broader government efficiency initiatives, with officials promising more detailed reports in the coming months to document the full scope of their findings regarding migration’s impact on government services and electoral processes.
