A Scheme Built on Preying on the Vulnerable

Joel Rufus French, 47, of Amory, Mississippi, was convicted by a federal jury in Florida after a six-day trial on charges including conspiracy to commit health care fraud and wire fraud, conspiracy to commit money laundering, and conspiracy to offer, pay, solicit, and receive kickbacks. The Department of Justice announced the conviction, with sentencing set at 196 months — just over 16 years — in federal prison. [1]

French’s operation ran overseas call centers that targeted elderly Medicare beneficiaries, specifically individuals suffering from Alzheimer’s disease and dementia. When patients did not agree to accept orthopedic braces they did not need, call center operators altered the recordings to make it appear the patients had consented. These braces were then billed to Medicare as medically necessary. [1] The scheme exploited some of America’s most defenseless citizens — people who in many cases could not even understand what was being done to them.

Sham Doctors, Fake Companies, and Dead Patients

French paid sham telemedicine companies to obtain signed medical orders from doctors and nurse practitioners who never examined — and often never even spoke to — the patients whose names appeared on the orders. [1] He then sold those orders to marketers and durable medical equipment supply companies that billed Medicare directly. The entire medical justification for hundreds of thousands of dollars in equipment was fabricated from start to finish.

French owned and managed eight durable medical equipment supply companies, using false documents and straw owners to conceal his involvement. [3] Prosecutors presented evidence that his companies billed Medicare for orthotic braces sent to amputees for limbs they no longer had, and filed claims for beneficiaries who were already deceased. [1] He also defrauded CHAMPVA, the Department of Veterans Affairs health program that serves disabled veterans and their families. [2]

Cash, Accomplices, and a $197 Million Price Tag

The money laundering component of the case was equally brazen. French withdrew approximately $225,000 in cash from a Mississippi bank, with more than $10,000 of that amount placed in a bag and physically driven to Orlando to pay accomplices in exchange for Medicare beneficiaries’ personal and insurance information. [1] The total amount billed to Medicare and CHAMPVA across the entire scheme reached $197 million. [2]

At sentencing, French was ordered to pay $110,753,619 in restitution and to forfeit approximately $17 million in assets seized from bank accounts during the investigation. [7] His attorney has stated an intent to appeal the conviction, though no specific grounds have been made public. The verdict and sentence stand as delivered.
